What this notice usually means

NYCHA is the New York City Housing Authority. It runs Section 8 housing vouchers for most voucher holders in New York City. About once a year, NYCHA asks you to send updated income, asset, and family information. This is called your annual recertification. NYCHA uses it to check your rent and voucher amount. New York City actually has two agencies that manage Section 8: NYCHA and HPD, the city's Department of Housing Preservation and Development. This page covers NYCHA's process. If your letter came from HPD, your forms and contacts are different. Call HPD at 917-286-4300 if you are not sure which agency sent your notice. NYCHA reviews what you send and then sets your new rent and subsidy amount.

To complete your annual recertification, you must submit an Affidavit of Income for every household member and a Third-Party Verification - Consent to Release Information form for all household members 18 years of age or older. You must also submit any supporting documentation for your declaration (e.g., paystubs, bank statements, etc.).

What to do now

    Start as soon as you get the notice

    NYCHA sends your recertification notice about 150 days, or five months, before your due date. Starting early gives you time to gather papers and fix any problems.

    Gather the required forms

    Every household member needs an Affidavit of Income. If anyone in your home is 18 or older, they also need a Third-Party Verification form. This form lets NYCHA check your information. Add proof too, like pay stubs or bank statements.

    Submit through the Self-Service Portal

    You can finish your recertification online, any time, through NYCHA's Self-Service Portal. No internet? Call the Customer Contact Center. The number is 718-707-7771. Ask for a paper packet instead.

    Know what happens if you miss the deadline

    If NYCHA does not get your complete recertification by the deadline, it can send you a termination notice. You can ask for an informal conference or a hearing to contest it. Your own letter has your exact due date.

To ensure timely completion of annual recertifications, you will receive notification to submit the required information for the recertification 150 days in advance of your annual recertification due date. You should start the annual recertification as soon as you receive the notice. You can complete and submit the annual recertification online via NYCHA's Self-Service Portal.

A tenant who does not complete the annual recertification or fails to provide necessary documentation by the deadline risks termination from the program.

If NYCHA does not receive a completed annual recertification and all required documentation by the deadline, NYCHA will send the tenant notices about possible termination of their Section 8 subsidy. A Section 8 tenant has the right to request an informal conference and/or an impartial hearing to contest the termination of his/her Section 8 subsidy.
